Safety at work and respect for technical conditions by construction companies, but also by employees in our country has not yet become a work culture.

The cameras of “Fiks Fare” during a several-day observation in the new buildings in the city of Tirana, have encountered many employees who do not respect all the rules of technical security listed in the Decision of the Council of Ministers number 312 dated 5 May 2010, point 14.1 which states that “When the height or inclination exceeds the values specified in the regulations, equipment must be provided to avoid the fall of employees.”
From the observation of Fiks Fare none of these employees is equipped with all the safety clothing as a whole. Some of them plaster and move from side to side on scaffolding at a considerable height unattached to a seat belt. Another employee from the top floor of a building under construction, but unsure of what he is doing, also uses the phone and also consumes cigarettes, although at a considerable height.
Edison Hoxha, head of the center for employees’ rights regarding technical security of employees, said that the construction sector is the most problematic. There are many employees who do not respect these conditions themselves, but there are also those employees who do not have the right equipment. “Institutions need to do a little more demanding work. The employee must have clothing as one of the conditions to secure life. It is the employer who should be more demanding, but also the relevant institutions should inspect a little more “says Mr. Hoxha. The reporters of “Fiks Fare” outside the camera met 2 of the engineers of the two new buildings under construction. One of them when asked by reporters about the technical safety dress said that the dress had to do with the vest to show that he is an employee, with the safety helmet to protect the head, gloves and work shoes. And when asked about the seat belt he said there was no explanation for it. While the engineer of one of the buildings said that inspections by relevant institutions are very poor. They impose fines on the safety cap and do not take measures for the seat belt.
But since safety at work and not only are under the supervision of the Labor Inspectorate, the Deputy Chief Inspector of this institution, Mrs. Irida Qosja said that this institution has an obligation to control the implementation of the law. Construction is classified as one of the most difficult professions. Construction accidents in most cases are fatal. “In the construction sector in the last 3 months for 2022 we have a total of 6 accidents registered and confirmed 1 accident with loss of life and another case that has not yet completed the investigation,” she added.
In the Labor Inspectorate there are a total of 98 inspectors who are attached to 6 regional directorates. There are 13 inspection sectors for each region. “The construction sector has an immediate development. No matter how high the number of inspectors is it is impossible to stand behind any business. We have a certain staff of inspectors and they can not be behind every construction site or after every subject “concludes the chief inspector.
