Fatmir Xhafaj: I am surprised that today this report set up by your order was submitted to the Council for 15 minutes and there was no comment from the members.
This is the responsibility of each member of the Council. However, in my view, the report gives a complete picture and is a very good standard created by the HJC and for that it should be commended. The problem is that data presentation is a good basis but it is not enough. We need to know the quality, accountability, transparency of justice, that the citizen needs these.
The question is what are the problems, solutions and commitments that the justice system takes. These are things I would like to see in future reports. The HJC has been reporting for three years, now it has higher expectations and more responsibility and accountability towards the citizens. In 2021 there is a positive progress but the Council is far from public expectations as the key body of the judiciary.
Accountability and transparency are the two basic pillars of a justice system, I had more expectations from you. The council should not be conceived as a bureaucratic body. How have you fulfilled your responsibility to communicate with the public.
