At today’s meeting of the National Council, the interim chairman of the Democratic Party Enkelejd Alibeaj, spoke about the legalization of cannabis where he mentioned the DASH report, where he said that Albanian cannabis is sent to Turkey and exchanged with heroin and cocaine and Albania is the country that traffics the most heroin and cocaine in Europe.
Alibeaj also mentioned the issue of Albania’s integration into the EU, where he said that all our failures can not be attributed to Bulgaria as it is not guilty.
Alibeaj did not leave without mentioning the much-discussed criticism of Prime Minister Edi Rama towards SPAK, where he said that it is not a normal thing that the government conveys all the failures to SPAK.
Alibeaj’s speech:
Recall that a few weeks ago the head of government Rama warned that he would take legal steps to legalize cannabis for medical use, according to a so-called “public consultation” through a questionnaire which was not only not transparent but also the results presented who were supposedly in favor of this initiative do not make up even 20% of the population. Albania under the lens of internationals remains a producer and supplier of cannabis. This panorama was brought by the latest report from the US Department of State “2022 International Narcotics Control Strategy Report” which revealed that Albania remains the main country of origin for cannabis cultivation and a local base for organized crime cartels that traffic large quantities of illicit heavy drugs from countries of origin to supply markets in European countries. ” Thus, according to DASH, Albanian cannabis is sent to Turkey and exchanged for heroin and cocaine, which are smuggled across Europe by Albanian traffickers. The report also states that “Albanian citizens play a major role in international narcotics trafficking and organized crime networks, thus making Albania a key element of the Balkan route of drug trafficking in Western Europe and the United Kingdom.”
Referring to the annual report of the Department of Anti-Drug Policy at the Office of the Italian Prime Minister for the Italian Parliament, for which the Minister claimed fruitful cooperation, states that cocaine seizures had increased by 60% compared to 2020 data and that in cases when the origin was ascertained, cocaine was also sent from Albania. According to the same report, heroin seizures were trafficked mainly from Albania, where as part of the Balkan route, our country traffics most of the heroin that is trafficked every year to European countries. This growing criminal activity is also reflected in the arrests of organized crime organizations, where Albanians are ranked as the second nationality after Moroccans.
Also referring to the report, organized crime groups of Albanian origin have become increasingly powerful in recent years so much that partner countries, European and beyond, are looking with concern at this large-scale perception.
For all our failures, we can not send them to the Bulgarian territory, that is, to the so-called Bulgarian veto that we are coming for integration. Also, for the failures of the government to be forwarded to the SPAK again, this should not happen, because it is the government that is responsible for what is not going well. I remember some words that Minister Cuci said, “drug awareness”, “fight against organized crime”, or “protocol of cooperation with the Italian side Guardi di Finanzia”. Alibeaj replied to Gog: What is the history of reports that have moved away from colors, if you are saying those who do not distinguish colors those people do not see the color red. If you are saying that they should see the judiciary, you should not be the one to direct what the internationals should see.
