The US Special Envoy for the Western Balkans, Gabriel Escobar, and the EU Special Representative for the Kosovo-Serbia Dialogue, Miroslav Lajcak, will arrive in Kosovo today.
The resumption of the dialogue and the Association are expected to be the two issues that will be the focus of the meetings of the two emissaries with the heads of state and political leaders.
The European Union Office in Kosovo, but neither the US Embassy have given many details about the time when the two emissaries will arrive in Pristina. Anyway, they will be there by Wednesday.
The main purpose of the visit is to discuss the next steps in the dialogue for the normalization of relations between Kosovo and Serbia, facilitated by the EU and supported by the US.
Lajcak will also meet with civil society representatives and visit the joint crossing in Mutivoda.
Professor of International Relations, Dritëro Arifi says for KosovaPress that he expects Lajçak and Escobar to have unified requirements regarding the Kosovar side. He says the same will seek to accelerate dialogue on certain topics.
“I believe that Mr. Lajcak and Mr. Escobar will have unified requirements regarding the Kosovo side. The US is trying in a way to reformat the dialogue, accelerating it with certain topics. Maybe even give it a framework with deadlines, as it can not go into dialogue for ten years and talk about the same topics. “I believe that the requests will be related to the request of Secretary Blinken, regarding the agreement on energy in the north of Kosovo, the missing and normally for all court decisions that must be implemented by Kosovo institutions”, he says.
The biggest pressure from Escobar and Lajcak for the establishment of the Association is expected by the political analyst, Arton Demhasaj.
“The messages will be clear, they have seen what is the political goal in Kosovo for these messages. Then the elections in Serbia will be expected, which will be held in early April, as soon as the new institutions are created in Serbia, it is likely that very soon there will be meetings that will be held with the claim that the agreement can be approached… Messages will are probably given in writing to Prime Minister Kurti, who must urgently return to the dialogue table with the claim that a final agreement between Kosovo and Serbia will be reached very soon, which would end in mutual recognition… Probably the pressure of Mr. Lajcak also “Escobar will deal with the issue of establishing the Association and then have a concluding agreement that would end in mutual recognition,” he said.
However, despite the three-day visit of the dialogue mediators, Dritëro Arifi says that there will be no great dynamics of the dialogue before the elections in Serbia.
“I do not think it can accelerate (the dynamics of the dialogue) at least before April. Even if there may be a meeting it may be enough to calm the parties. In a way to convey a picture that the parties have found understanding. It will be more of a meeting to show a peace between the two nations. “I believe that the hottest meetings will take place after the elections in Serbia,” he added.
