Edi Rama: The goal is for the process to be open and competitive. We have had more than one case where processes have been shut down and degraded to recycling the same thing. We made a decision following a discussion, to start the process with the election of mayors with 61 municipalities to have it as the first phase, to go to organizations where elections were not held, or were held without criteria. The basic reason for developing this process is of a political nature. We have often discussed it with each other, for me it is a concern that should be addressed by the party leadership throughout the territory that party leaders should not be allowed to be properly depoliticized. Whose work focuses entirely on the administrative nature, almost the main place is occupied by the handling of complaints of both. We have removed from the hands of the party, the state police, teachers, we have removed the body of nurses that doctors have not been a challenge as with other cases. We have respected the entire public administration. For several years now, this is an outdated story, despite the sporadic cases. We are in a situation of stability, where the impact of the inability to intervene, makes even more meaningless and damaging the role of party leaders who have the time left there. The other aspect, party leaders who are directly appointed and accountable directly to the mayors. It’s nonsense to be one when the tasks are different. We need party leaders to be ready to face people, not just when it comes to the election campaign. I speak of the constant engagement of the party in the territory, as the spokesperson of all the things that make us together, as the spokesperson of our identity, of our goals and of the way we think about certain issues. If there are political discussions in the territory, these take place only when the deputies, the heads of the districts, or perhaps the ministers, are there and may be in a certain situation, but generally nothing is discussed. The discussions are closed and technical and this may not continue like this, but it takes time. We must guarantee an open process, all those who think that they can offer their candidacy to run the SP in 61 municipalities then in the municipal units, also in Tirana. Identify the most likely candidates, let the candidates go through two filters.
