The Elbasan court lacks judges. Only 5 judges perform full-time service in this institution making the number of remaining cases for each judge to be over 50% of the national average with about 600 files per judge.
Lack of human resources has delayed services to citizens for years, even on simple issues such as divorce or inheritance.
The new judicial map reform proposes an increase of 20 judges in Elbasan, but until this is concretized thousands of citizens are being deprived of their right of access to justice.
