One of the major investments of Albania has been TEC Vlora, in order to be used whenever there is an energy crisis.
Designed in 2001, at the then peak of energy, and built in 2009, TEC Vlora is still “in conservation”. Although the Albanian state has spent a full 130 million euros on construction and continues to pay millions more to maintain it, the investment is not functional, due to “some mistakes”. But, no one is responsible, even though the value of that investment is declining year after year, due to depreciation. But, in the current situation of high energy and fuel prices, the Albanian government has not made the slightest effort to make it functional. Moreover, the Albanian Power Corporation is spending tens of millions of euros to rent a floating TPP for 2 years. Or more precisely, a boat with a generator installed, which will be placed on the coast of Vlora.
TEC Vlora, “canned” 130 million euros!
In September 2016, the investigative show Fiks Fare, denounced the abuses over the years with TEC Vlora. The government received a loan of over 100 million euros from the World Bank for the construction of a Power Plant, while the Albanian state continues to pay the salt installments of the loan, which amount to about 10 million euros per year. Fiks Fare “digged” in the archive, where he found the promises of former prime ministers and former directors of KESH. Andis Harasani, former director of KESH, said in 2004 that “we are here to make a promise that has started since 1995, we will build the TPP. “I believe we will come here for two years to inaugurate the TEC.” Meanwhile, former Prime Minister Fatos Nano said in 2004 that “Other energy projects will be added to the Power Plant in Vlora”, as a large energy park, which will not only balance the system, but will brought apparently another giant, of the level of Fierza even on the shores of Vlora. The quality of the project in question is related to the start of this large energy industrial project in this area, whose connection to the Albanian power system will give significant effects on electricity supply to domestic consumers, will significantly reduce energy restrictions. .
After the political rotation in 2005, the promises continued to be made by the right. The former director of KESH, Gjergj Bojaxhi, said in 2007 that “according to the contract, production should start in mid-2009”. On the other hand, former Prime Minister Sali Berisha would declare in 2008 that “These (workers who build the TEC) change Albania, they do not hold rallies to manipulate the dead, but build power plants.”
According to KESH, the value of the project has gone over 130 million euros. “The winning company, selected according to the procedures of the World Bank and with its approval, has been ‘MAIRE Eginering SPA’ (later TECHNIMONT) with the lowest value than other companies. It offered 92 million euros. ” SIEMENS AG ‘Germany, offered 131 million euros “, it is said in the response of KESH. The contract with the winner was entered into on 9 February 2007, following approval by the World Bank. Construction was expected to take two years, but was accompanied by delays caused by the contractor. In 2009, the plant suffered a malfunction. In January 2011 it was decided to rebuild the seawater system, which was completed in July of that year. The acceptance certificate was issued in October 2011. The tests were conducted in December 2011, but on January 7, 2012, the Power Plant was blocked by a new defect. The “fault” of this defect has not been taken by anyone.
In 2016, the director of this plant, Besnik Këndezi, said that there are 60 employees who keep this TPP “under conservation”. Annually, the financial cost of Albanians to maintain this TPP is 1 million euros.
Floating TPP on the shores of Vlora, inside Triport!
Fiks Fare returned to this issue after a full 5 years, browsing documents and talking to KESH leaders or interest groups. The journalists of the investigative show talked with the former director of KESH, Gjergj Bojaxhiu, about the problems of TEC Vlora. He says the plant did not deal with “keys in hand”. Meanwhile, environmentalist Lavdosh Feruni, says that the project had problems even at the time of design and construction. “This issue has not been investigated,” Feruni said.
But, not only this affair has not been investigated, but the government has tried to give TEC Vlora a concession. The investigative show provided documents that in 2018 and 2019, the Albanian government tried to give this property as a concession. Some firms showed interest, but the concession failed at the last minute!
Meanwhile, at the height of the energy crisis, the Ministry of Infrastructure, through the Albanian Electricity Corporation, is spending millions of euros again to produce energy through fuels. But, not from TEC Vlora, but from a TEC Lëvizës. According to a document, on January 24, 2022, KESH published in the Public Procurement Agency, a “call for expressions of interest”. It further writes that KESH has been authorized by the Albanian government to turn to the international market to temporarily rent, for 1-2 years, additional thermal generating assets, which can be easily installed and connected to the Energy Transmission Network in Albania. . KESH requires that the mobile TPP have an installed capacity of 110 to 130 MW. Be available for rent for a period of not less than 24 months. Use liquid fuel and be available to be installed near TEC Vlora. In point 8 it requires to be a navigable plant, not to occupy the spaces and not to hinder the activities for conservation or rehabilitation of TPP, during the lease period.
Further, KESH writes that the generating plant is preferably navigable and positioned within the Triport basin enabling the short connection distance to the TEC transmission line terminals. Moreover, KESH will provide the rights to use the Triport basin for the installation of the plant. But, in this document, KESH has not specified how much the rent will cost for 24 months! A few days ago, on the website of the Corporation, an “announcement for the evaluation of the expression of interest” was published, where the winner was a union of operators from Italy and the USA.
No hearing on the moving TPP overlaps with concessions
The former director of KESH, Gjergj Bojaxhiu, says that instead of having a TEC for balancing the system, the government undertakes unstudied initiatives. But what is a floating TPP and where will it be located ?! According to a document available to Fiks Fare, the generating TPP will be located in Triport, Vlora. So inside the Fishing Port !! There will be two ships, which will produce energy. The installation will be in the vicinity of TPP Vlora, in order to be as easy as possible for the energy to be discharged into the network, as it will be connected to the electrical network of TPP Vlora. Meanwhile, for the environmentalist Lavdosh Ferruni, two mistakes are being made, once in 2001 where he settled in that tourist place with a wonderful coast and now he is settling in the Fishing Port.
But, the 24-month investment for renting the floating TPP is overlapping with two projects, concessions that are being implemented in Vlora. A few months ago, the Ministry of Infrastructure granted a concession to the Port of Vlora. According to a document, the Ministry of Infrastructure and Energy, on March 29, 2021 granted a concession for the construction of the Tourist Port of Vlora, which will be located in the current port. The winning firm must invest 22 million euros and in return for the investment will manage this port for 35 years.
Meanwhile, the same ministry, in November 2021, granted a concession for 10 years the construction of the Fishing Port in Triport, in the area of Zvërnec. The value of this concession is full 40 million euros. So, two investments that overlap with the floating TPP. But, did the interest groups ask ?! Lavdosh Feruni says no, as he claims that the area should be touristy. The investment, according to Bojaxhiu, is spontaneous. In the end, environmentalist Ferruni says the government should turn a blind eye to solar energy. The law has even been approved, but the bylaws have not been issued yet!
