Today’s meeting of the PD Parliamentary Group showed once again that the Democrats are divided on two fronts.
Twenty-two Democratic Party deputies joined Alibeaj’s invitation to the group meeting, focusing on the election of a new president, while 30 others were not present.
The absence of the “Re-establishment” group was expected, but there were 15 other deputies who did not join the meeting, for reasons that are still unknown.
Alibeaj after the meeting of the Parliamentary Group said that all deputies should give the criteria and qualities that should have the next president of the country, which will then be synthesized and discussed to agree on a common name.
Regarding the absence of 30 deputies, he said that he does not see the group as a demonstration of numbers, but the deputies have an obligation to the citizens who have elected them, to participate in the meeting.
“In terms of organization, next meeting on Monday, everyone was asked to provide criteria in relation to this process of electing the president, where the PD deputies, as they imagine, what should be the profile, the criteria of the one who should be first of the country. Not to be a façade, participation in parliamentary processes is an obligation not only constitutional, but also to our voters, which we must meet. It is important criteria, the profile that Albanians would like to be president, should not be used, regardless of what is said up and down, the proposals of all colleagues will be synthesized and discussed at the next meeting of the parliamentary group. The Democrats who participated were: Jorida Tabaku, Dhurata Cupi, Oriola Pampuri, Emilia Koliqi, Lindita Metaliaj, Merita Bakiu, Kastriot Piroli, Seladin Jakupllari, Sajmir Korreshi, Dashnor Sula, Zheni Gjergji, Eralda Tase Bano, Ervin Salianji, Kreshnik Collaku, Enkelejd Ali Xhaferri, Gazment Bardhi, Lefter Geshtenja, Ilda Dhori, and Andia Ulliri.
In the meeting convened by Enekejd Alibeaj, 15 deputies were absent: Grida Duma, Agron Gjekmarkaj, Flutura Acka, Ina Zhupa, Alfred Rrushaj, Kasem Mahmutaj Xhelal Mziu, Helidon Bushati, Greta Bardeli, Bledion Nallbati, Fation Veizaj, Tomor Alizoti, Zef Hila, Radamadan Lika and Lulzim Basha.
Besides them, as expected, 15 deputies of “Rithemelim” were also missing: Flamur Noka, Edi Paloka, Tritan Shehu, Albana Vokshi, Luciano Boçi, Edmond Spaho, Luan Baçi, Agron Shehaj, Sorina Koti, Oerd Bylykbashi, Isuf Cela, Bujar Leskaj, Belind Kelliçi, Sali Berisha and Elda Hoti.
The meeting of the PD Parliamentary Group started with a debate between MPs Ervin Salinaji and Enkelejd Alibeaj.
Discussions between Democrats in the meeting:
Salianji-Alibeajt: I see attempts to split the party. We need to postpone the meeting and get together when everyone is there. The president and any other issue should be discussed in the group chair and in the parliamentary group, not a fact. Territorial and electoral reform is an absolute need for us. We have to sit with the group leadership and all the deputies come, it does not make sense to ask for authorization to sit with Rama and we do not sit with each other.
Kreshnik Çollaku:We must participate in the roundtable to choose the candidate for President, without complexes. Be a figure with integrity.
Saimir Korreshi: We have to ask and decide together with those who are not present whether we will participate or not. First this. In the boycotts, time has shown that they were wrong and did not give us the right. We must be clear that Rama appoints the president even without us, because we have changed the constitution before. The process does not conditioned only in the name but a process to have procedures and criteria if not accepted by the other party we do not have to become farce. Xhaferraj: Participate but do not get used to the process. Negotiate with the international factor for the process.
Chestnuts: We must participate in the process. Even though we know that Rama has the numbers, we must participate by setting precise criteria for who should be the president. Before the public opinion we present 1 2 3 or 4 potential candidates who have a reputation in the public opinion. Challenging the majority with candidates with integrity. I am sure that the citizens will appreciate us for this solution. My condition is that the president be an anti-communist who is neither sold nor bought.
Gazment Bardhi: Propose criteria and procedures. We must continue with the opposition. And let’s not get complex that a group of Berisha is attacking us. We do not respond to you in the same language to save PD. We are careful not to divide the DP. They are attacking us today for not attending the president. Until yesterday they were saying why are you boycotting. So it is clear who was behind the boycott until yesterday. The president is elected by parliament and decided by the parliamentary group. Jozefina Rudina and Murrizi do not decide in the National Council. Those who until yesterday attacked the DP.
Bardhi: The DP should become part of the process of selecting the President only with clear, predetermined rules that guarantee that the DP will not be a facade in this process. We have to come up with a written position, a written document that is presented to the other party, which includes two components: the selection criteria and the selection procedure. In the procedure we have to propose the role that the opposition will have. If the rules of the process are accepted, only then can we engage in concrete discussions and proposals. If the role of the opposition in the process is not accepted, then clearly Edi Rama does not want a consensual President. I propose that each of us make written proposals and you Mr. Chair summarize the positions in a document that is then approved by the group and presented to the other party. The issue of the President is an issue that needs to be discussed by the parliamentary group. No other forum can be imposed on the parliamentary group. “What they say today should not be discussed by the group, until yesterday they said the group should gather and discuss”, added Bardhi.
Salianji: It is not a group meeting that there is no quorum, it is a meeting between deputies. Schedule the meeting with the group chair and schedule it when everyone is present.
Before the start of the meeting, MP Ervin Saljani said that first the MPs should sit down and agree with each other, before talking to the other party about the presidential election.
On the other hand, Alibeaj, dismissed from “Rithemelimi”, said that he was not interested in their position, while his obligation is to call and listen to all deputies.
“Re-establishment” led by Sali Berisha did not stop the meeting of the Parliamentary Group that started at 17:00 this Thursday. The meeting convened by Alibeaj was opposed by the Re-establishment Commission, which after Saturday’s Assembly no longer recognizes him as the group leader.
However, the Assembly that dismissed Alibeaj could not unite the majority of the parliamentary group. 35 deputies who publicly left Berisha’s line have been invited to join the deputies who support Basha’s line in the DP.

For the deputies who support Berisha, the political position on this issue will be decided tomorrow in the first meeting of the new National Council, which is attended by all deputies, including Alibeaj and Basha.
