“Come on, I need money!”/ How oil was stolen from the excavator for the reconstruction of the Tirana-Durres railway line

Vladi has reported that for the construction of this railway line, a large number of motor vehicles are engaged, distributed along the entire length of the line. For this reason, in some cases, after the work is finished, some of these tools, due to their size and the high costs of moving and keeping them parked on the construction site, are parked near the workplace.

In the early hours of the morning, a quantity of 172 liters of oil was stolen from a “Volvo 380” excavator motor vehicle, which was parked in the village of Sako in the Municipality of Vorë, on a connecting road of the Tirana-Durrës highway.

Almost all motor vehicles are equipped with a GPS in the reservoir, which measure the amount of oil in real time. When they started work, he found that the GPS of the aforementioned excavator showed a quantity of 82 liters in the tank, at a time when it closed the work and was parked, there was a quantity of 254 liters in the tank.

So there was a shortage of 172 liters of diesel. Vladi opened the GPS and found that at 03:19 in the morning the oil level in the reservoir started to drop. This lasted for about 30 minutes until 03:49, where it remained in the amount of 82 liters. So the oil theft happened from 03:19 to 03:49.

He also found that the tank cap was broken, damaged, and oil residue was visible on the ground. The excavator was parked on a road connecting the highway with the railway.

From the investigations carried out, it turned out that the author of the event is the citizen Julian Subashi, who then sold this amount of oil to the citizen Petri Kodra, who was aware that this oil was stolen.

Julian Subashi was asked and he stated that he works as a washerman at the BD citizen’s washroom in Maminas. At dinner he was at home until 22:30 and then he went out and went to coffee on the highway, which is about 7-8 minutes away by bike. There he met the citizen who works there JK who is a worker at the nearby private gas station, the waiter GK and Petrit Kodra who is an oil seller at the gas station.

He stayed with these citizens as he knows them since they are from Sakosa where Petriti and JK are brothers.

According to his testimony, he drank cognac until 02:30 in the morning. During this time, at some point he and Petrit left and went to an alley that connects the village of Sako with the highway. There they saw an excavator parked and there was no guard. Together with Petrit, they decided to take the oil from the excavator and went to find two 10-liter canisters and after they were found among some garbage, they went to the excavator again, opened the lid of the tank and took 20 liters of oil through a hose that they inserted into the tank. Petrit got this oil for his car since Juliani doesn’t have a car.

After that, Juliani went to the gas station again and after washing his hands, took his bike and ran home. He claims that he did this act while drunk.

The citizen was asked Petrit Kodra who stated that he works at a gas station in Sako. In the evening of 07.07.2022, he was at home until 21.00 and then he went to the gas station where he works, to drink coffee.

This is because he goes there often and brother Juliani was at work yesterday. When he went there, he stayed with his brother, uncle GK’s son, who was also working there, as well as the citizen Julian Subashi, whom he found there. He only drank coffee and from 11:00 p.m., citizen Julian Subashi, who was drinking brandy, told him that he was looking at a truck that is parked at the corner of the gas station and was going to take away the fuel.

Petriti says that he told him to let this work because he would take them to prison for working there, but Subashi told him that he would go open it and try to remove the oil, as he had already opened the lid of the server before. After this communication, Kodra took the car and went home around 12 o’clock at night and lay down to sleep.

From 04:00, Julian Subashi called him and told him to go because he had made five oil drums. It occurred to Petrit that he had taken the oil from the server and asked him how he removed the oil and he told “Come on, I need some money”.

Petriti left the house, took the Mercedes-Benz work car with license plate AB 107 EP and went and met with Subash. Subashi had filled five 30-liter canisters and Petriti took this oil and then ran home while Subashi returned to fuel and coffee.

He claims that he bought 150 liters of diesel for a price of 30,000 Lek in total, which he sold to different people. He admits that he knew that Subashi had stolen this oil.

The police carried out a search in the residence of the citizen Petrit Kodra and on the land near the residence, they found several plastic drums that smelled of oil inside, but were empty.
