Amid debates and controversies by the opposition, the agreement on the administration of Butrint Park by the Albanian American Foundation was approved today article by article by the Committee on Economy, only with a majority vote.
While calling this an unconstitutional act to the detriment of cultural heritage, opposition MP Ina Zhupa warned to take the matter to the Constitutional Court if the agreement is not changed.
“You want again today to pass a law which will be attacked in the Constitutional Court if you pass it as it is because it is contrary to the Paris Convention. It is a model that I guarantee will go to the Constitutional Court and this law, if you approve it as you have it, will be overthrown, just as the decision-making of the Theater was overthrown. “Please do not vote for him.” said Ina Zhupa, MP of the Democratic Party.

“There is no concession here, it is a foundation registered in the Republic of Albania and it is without profit purpose”says the socialist MP Anila Denaj.
But skepticism was not absent even in the ranks of the majority. Socialist MP Erion Brace asked the government to guarantee by law that the protected area in Butrint Park will not be affected by construction.
“In order to protect the agreement, the landscape from interest and the increased pressure, I am making this proposal that by law the government be charged to guarantee the borders of the Butrint National Park, a protected area. Without this, it will return very soon as the Durrës Amphitheater. To my knowledge at least in one case the Butrint National Park protected area has been violated. What happened happened, is it possible it will not be violated anymore. “Because we really say strategic interest if I go to build a hotel I find it hard to think.”.
After approval by the Assembly, the agreement that gives the Albanian-American foundation the right to administer this park for a period of 10 years will be voted by members of Parliament in the next sessions.
