In a British Treasury document, Roman Abramovich is described as a pro-Kremlin oligarch who has close ties to Russian President Vladimir Putin.
A few days ago, Abramovich resigned from the Chelsea presidency and decided to put the club up for sale, in a move that many saw as an attempt to sell the assets as soon as possible to avoid their blocking by sanctions.
