In the stadium “Air Albania” of Tirana with 22,500 seats there was a difficult confrontation on Saturday, but not a football match. Instead, a 77-year-old former president and former prime minister most likely, he said, managed to take “control” of the party he founded in 1991 from his 47-year-old successor.
Saturday’s event – and a rival congress a week later – marks the culmination of an ugly three-month war over the leadership of the opposition Democratic Party.
On one side stands Berisha, part of Albanian politics since the fall of communism three decades ago, and on the other side is Lulzim Basha, the man Berisha promoted within the party and to whom he finally handed over the reins in 2013.
The historical leader of the Democratic Party, Sali Berisha, climbed today on the podium of the National Assembly convened by him, describing it as a magnificent monument of the re-establishment of the largest political force in the country.
From the pedestal erected in the stadium, he stated that de jure, the re-establishment of the DP became a reality. Berisha stressed that the real goal of the Assembly is to transform the DP into the party of the noblest ideals of Albanians.
“In the party of free conservative values. In the national interest party. In the party of Euro-Atlantic integration. But, above all, in the party of the citizen, of the member, of the political force that tomorrow in power, will have in the center the Albanian citizen”.
This is how Berisha intends to define a DP again under his rule, after the delegates approved the changes in the statute and voted with 4,446 votes for the dismissal of Lulzim Basha as chairman of the Democrats.
The Assembly dismissed by secret ballot the chairman of the Democratic Party, Lulzim Basha on the proposal of 7 deputies and 15 percent of delegates. He was fired for serious violations of the statute and damaging its political and electoral interests. But not only. The National Assembly of December 11, convened by one party, dismissed the entire leadership of the party and removed its Presidency from office with the argument that they were not elected in accordance with the statute.
The decision of the Assembly to dismiss Lulzim Basha will be passed for voting on the basis of December 18, the day when Basha holds the National Assembly.
With the changes in the statute, served only on Saturday to the delegates, the Assembly has abrogated the decision of Lulzim Basha to suspend from the parliamentary group of PD, Sali Berisha.
Interestingly, all decisions of the National Assembly of December 11, including changes to the statute, will go to court, where the legal battle is expected to begin if the court itself will accept it, as long as there is a statute deposited with the logo. and the party seal.
For this whole process, the Assembly has also approved a Re-establishment Commission of 29 members that is expected to take over the leadership of the party until March 22, 2022, when a new Assembly will be convened. How the work of this commission will continue from December 11 onwards and in what premises remains unclear.
What is known so far is that the process starts with the creation of new bodies and is preceded by a process of new memberships and verification of existing membership.
A key detail from this Assembly was the voting of a 49-page document which is sanctioned by law to establish primaries, allow factions, referendums for important party elections, implementation of the principle “1 member, one vote” for the election of central bodies and the local ones, the mayor who loses the elections regardless of the reasons, terminates his term immediately and without any equivalence and votes in the membership if he loses the premises.
With an overcrowded tribune in front of him, Berisha promised his supporters that he would restore the greatest and most precious values in society.
“Individual freedoms, human dignity, market economy, property, low taxes, wage and pension increases“, All these will be in his focus.
On the declaration “non grata”, Berisha spoke, inviting the Americans to reflect on and continued with the rhetoric of the purity of his figure, which he calls “uncorrupted”, but did not forget to refute the accusations. to his family members.
Berisha also accused the Prime Minister of the country, Edi Rama, about whom he spoke for “Open Balkan”. This is an initiative that Rama has strongly supported. “He confuses the Berlin Process with the Putin process“, Said Berisha, referring to an alleged role of the Russian president in the regional initiative.
Former Prime Minister Sali Berisha did not spare criticism even against the American ambassador to Albania, who according to him is behaving the same as the Soviet ambassador during the communist era.
Berisha described as brutal the US intervention in the internal affairs of the DP, underlining that the ambassador does not represent the values of freedom and democracy proclaimed by the US, but the interests of George Soros.
The situation after the holding of this Assembly has become even more chaotic, preceded by a parallel process within the DP, one represented by official structures and the other by a temporary re-establishment commission that will cease to exist on March 22, 2022, then when a new Assembly is convened by one party.
Lulzim Basha expelled Berisha from the party’s parliamentary group on the eve of the first session of parliament in September, following the April general elections that the Democrats lost to the ruling Socialists for the third time in a row.
Basha moved against his former mentor after the United States declared Berisha a “persona non grata” in May, citing involvement in “major corruption”, “misappropriation of public funds” and interference in “public processes”.
