In 5 years, according to the data of the ministry, 3304 citizens have been convicted for the criminal offense of illegal construction, they have fixed the roof or the bedroom of their children. They have not served the eye of the institutions. The municipality and the prosecution have gone and the court has condemned. The untouchables can build nearby, in the neighborhood where the head of SPAK or the Police Director lives. Justice is never new when it shows its teeth to the citizen. The Attorney General bows his head in front of the steps in the middle of the city. This is the oldest justice. If you are not part of the prime minister’s court, you cannot build 5 floors in the middle of Tirana. And all the institutions put their heads down, they are all competing to serve Edi Rama first, so that they are invulnerable to the law.
