The Chairman of the Parliamentary Group of the Socialist Party Taulant Balla rejected in the Assembly the Opposition Package for the price crisis.
In his speech Balla said that the government package is 350 million dollars, while the opposition package is smaller.
According to Ballë, through the Social Resistance Package, the ruling majority has taken measures so that the blow from the price crisis as a whole does not harm the most needy Albanians.
“Although the market price of energy has risen from 52 euros per megawatt / hour per year to 550 euros per megawatt / hour today, the government pays almost 80% of the energy bill to every Albanian household and every small business. It is enough to take the example of a family invoice with the price of 4 229 new lek. The real price of this bill is 7 times higher than the figure paid by this family. Without the financial shield of the government, the real price in this bill would bring home 29 743 lek or 297 thousand lek.
So, families and small businesses today pay for energy at the same price as before the crisis, only 9.5 lek per kwh, because the government pays the other price difference through the Social Resistance Package. The package provides ALL 28 billion in financing for the energy price shield for households and small business.
Through the Social Resistance Package, we have taken measures so that the shock of the price crisis as a whole does not harm the most needy Albanians. The government has provided ALL 3.3 billion to index the pensions of more than 670 thousand elderly people.
The government will compensate with 30 thousand ALL per month, for three months in a row, the increase of basket prices for pensioners who receive less than half of the minimum wage, disability pensioners, pensioners living alone, people with disabilities, paraplegics, tetraplegics or blind and all families of the economic assistance scheme. Through the package, support for tax-free oil farmers increases to ALL 1.45 billion. Also, ALL 500 million to pay the difference between the price of the urban and interurban ticket, so that no passenger is affected by the price change. Those who earn less should be supported more in difficult times, so it was decided that the minimum wage be increased to 320 thousand ALL from April, two months than expected. Also, the tax on salaries up to 40 thousand is reduced, the tax on salaries up to 50 thousand is halved, and the tax on salaries is reduced to 150-200 thousand ALL. Although comparisons are often made with countries in the region when it comes to taxes, it should not be forgotten that in the countries of the region, citizens and businesses pay more than is paid in Albania for some taxes and contributions. Specifically:
• In Albania, for 95 thousand businesses, VAT is 0, in Serbia it is 20% in Macedonia, it is 18%.
• Profit tax for small businesses in Albania is 0, in Macedonia it is 10%, in Serbia it is 15%.
• Social and health insurance in Albania is 27.9%, in Macedonia 42.5%. In Serbia 47.5%.
• The inflation rate, which eats its share today from wages in Albania, is 3.9, in Macedonia it is 7.6, in Serbia it is 8.8.
• Regarding the minimum wage of 32 thousand ALL, in the end the net would be 28 thousand in Albania, 24 in Macedonia, 22 in Serbia. So more cash for Albanian citizens with the minimum wage than for the citizens of these countries in the region. These data clearly show that government intervention enables the easing of the tax burden, giving Albanians the opportunity to have more pocket income for their families, especially in difficult times like the ones we are going through. The Social Resistance Package guarantees, among other things, the compensation for the increase of the basket prices for the pensioners according to the defined categories, the families in the economic assistance scheme and the persons with disabilities.
The government offers 30 thousand ALL every month, for three months in a row for these categories, because we have always been guided by the sensitivity for the needs of ordinary citizens and we will continue with the same approach, especially in difficult days like today.
The budget 2022, increased by 1.5 billion lek for the NE program, by doubling the amount of NE for about 15 thousand families in the scheme, by 3 times the amount of economic assistance for orphans and abused women and 10% the amount of NE for all other beneficiary families in the scheme.
