21 victims were recorded from an attack in the Merefa region, 25 km north of the city of Kharkiv.
The attack, which took place on Thursday afternoon, destroyed a school, leaving many seriously injured.
Civilians in Kharkiv, Ukraine’s second largest city, have been under constant attack by Russia since the beginning of the occupation on February 24.
The city of Chernihiv, southeast of Kharkiv, was also badly damaged by the bombings, and the attorney general’s office said at least 10 people were killed Wednesday as they lined up for bread.
Local authorities say at least 280,000 people are sheltered in basements and other safer places in the city.
Chernihiv, which is close to the Belarusian-Russian border, was one of the first Ukrainian cities to be attacked by Russian forces since the occupation began three weeks ago.
