The next plenary session was held today and two normative acts were adopted, a draft law and a draft decision.
The two normative acts approved were: normative act no. 4, dated 05.02.2021 “On some changes in law no. 137/2020 “On the budget of 2021” and normative act no. 5, dated 12.02.2021 “On some additions to law no. 105/2014. “On medicines and pharmaceutical services” amended “.
The latter adds the United Kingdom to the list of countries defined by law, as countries from which drugs can be brought to the Republic of Albania.
The only draft law reviewed and approved was “On the approval of the agreement between the Ministry of Finance and Economy, as the contracting authority, and the two companies” On a change in the concession agreement for the financing, establishment and operation of the container scanning service other vehicles in the Republic of Albania, approved by law no. 123/2013 “, as amended”.
This draft law is related to the decision-making of the Albanian government, for the postponement by 100% of the payment of each monthly installment of the service fee of each operation point for the months of September, October, November from the Annual Tariff of Operation Point Services for 2020 and postponement of the payment of the overdue installment in August and non-application of penalties or interest on these installments, following the approval and application of a series of drastic cuts in budget revenues and expenditures last year, among which the concession payment was reduced of 2020 for Rapiscan in the amount of 400 million ALL. The company had brought two previous proposals to the government, but agreed on the third, which in today’s vote received 81 votes in favor, 13 against and 4 abstentions.
Whereas, the draft decision approved in today’s session was “On the election of the chairman of the Steering Council of the Albanian Radio and Television”, for which the Assembly voted as chairman of KDRTSH Leka Bungo with 77 votes.
Regarding the normative act no. 4, the deputies of the government majority and some discussants from the parliamentary groups of the parliamentary opposition, supported it, based on the arguments of strengthening the electoral process and fulfilling the recommendations of the international community, for the inclusion of technology in the elections.
Since the CEC was unable to afford this technology from its budget, the state budget adds 2.42 billion Lekë, to finance the project “For electronic voter identification”. This investment, as indicated by the Chairman of the Committee on Economy and Finance, Angjeli, as well as the Minister of Finance and Economy, Anila Denaj, does not affect the macro parameters, debt or deficit and is based on the optimal expectations of 2021, which will to be realized from taxable income. This normative act was approved with 83 votes in favor, 13 against and 3 abstentions.
