The Parliament of Albania has voted at the end of the marathon session yesterday evening the law on the “National Register of Convicts of Sexual Crimes”, a law which has brought together the deputies of the majority and the opposition.
In her speech, the Minister of Health and Social Protection Ogerta Manastirliu said that through this law, a communication platform is built between state structures and communities, with the aim of protecting potential victims and preventing the actions of convicts, thus limiting physical contact or virtual.
“It is a draft law that above all respects the fundamental human rights provided for in our Constitution and the European Convention on Human Rights, it is a law that is also aligned with the directive of the European Union and above all that places absolute priority protection and the best interest of children. Therefore, it is very important that this law starts its implementation immediately. Of course, it will not be a miracle pill, but it will be one more instrument in the hands of the institutions and also in the citizen’s awareness, which will really help in the great effort to prevent cases or even to reduce the rate of recidivism as far as it belongs to crimes or sexual abuses”, said Manastirliu.
The Minister of Health and Social Protection announced that during 2021, more than 2300 children at risk were supported by social protection programs, while more than 70 children were taken into protection.
“The Ministry of Health and Social Protection works every day to raise social services on the ground. The Social Fund, which has supported more than 40 municipalities for the establishment of social services that enable support and assistance for more than 2300 children, who are considered at risk, to be supported by our social protection mechanism throughout the country . There are more than 70 children who were taken into protection and were treated with our social protection system throughout 2021 and there are over 40 children who were taken into protection in the first 6 months of this year,” Manastirliu said.
Speaking about the services for victims of sexual violence, Manastirliu said that three emergency reception centers are already operating in Albania and this network will be further expanded.
“We have set up three emergency reception centers for victims of sexual violence. And there are three centers which are already operational in Tirana, Fier and Shkodër. We are very committed to extending the model of one-stop centers, i.e. centers that offer support to victims of sexual violence, throughout the country”, said Manastirliu.
The draft law on the “National Register of Convicted Sexual Crimes” was initiated as an initiative of 28 civil society organizations and was supported by over 20 thousand citizens who signed this draft law, which was unanimously approved at the end of the last session for this season , in the Parliament of Albania.
