The delays in the reconstruction process and the different expert reports that contradict each other on the level of damage suffered by the earthquake continue to worry many residents of Durrës.
A day ago, the Institute of Construction gave the green light to change the decision to demolish this 11-story building in district No. 5 of the coastal city, asking the Durrës municipality to reassess with experts the residents’ claims for a surface expertise on the basis of which the demolition decision was taken.
“The analysis of concrete and iron has turned out to be optimal. The only problem is a project by the Arkon studio that did not even take as a basis the initial project of the building with piles and said that it is also with basements that it does not have. Wrong measurements, wrong basements, wrong concrete slabs, so we are worried”.
“The institute has said that if the building has piles down, the percentage they derived of 83.4 for demolition can be dropped. The municipality must set the company in motion to find out that the building has piles underneath, or tell us to do it ourselves as residents”.
Built in 2004, this building was initially assessed at the level of damage DS3 and all families benefited from a grant of 500 thousand lek for the repair of the apartments, but another act-expertise decided that the building should be demolished. Due to the negligible distance to other residential buildings around, the demolition and reconstruction of the building in the same place is almost impossible. Therefore, the residents ask the municipality to carry out another assessment for the real damage to the building and its rescue.
“To make a real study project, not with shortcomings. We don’t want to risk our lives either. Not having this conviction, we believe that a superficial project has been made to demolish the palace and put us in the swamp. This is an area in the middle of Durrës and m2 is more expensive than in the swamp. We bought this house with blood.”
In the same situation are other citizens in Durrës where the buildings are built next to each other without respecting the distances established by law. Under these conditions, the families affected by the earthquake may eventually move to the outskirts of Durrës, to Spitalle where a new development area is being built, or to other facilities under construction in the suburbs of Durrës.
