The journalist of Top Channel, Anila Hoxha, has provided parts of the criminal file, where the facts of abuse of office are shown.

The operation was carried out on the basis of a proceeding initiated by the Economic Crime section of the Tirana Police, for the Directorate of Cemeteries in Tufina.

The director in cooperation with others asked the citizens from 50 to 200 thousand new lek for a place in the cemetery. Seven others have also been arrested, two are under investigation and two are wanted.

The investigation was carried out with special methods, while the cases were documented and abuses of tenders in other fields were also discovered.

From the investigations, it is suspected that these citizens, in cooperation with each other, in return for a reward of 30,000 to 50,000 new lek, abusing their duty, have provided burial places for different citizens in the Tufina cemetery.

According to the police, from the inspection of their mobile devices, it is suspected that they enabled the issuing of construction and reconstruction permits, by the responsible institutions, for the houses damaged by the earthquake, against the payment of 200,000 new lek; issuance of ownership certificates at ASHK; the benefit of vaccination certificates against Covid-19, against the payment of 30,000 new lek, as well as the benefit of a soft loan from the municipality of Tirana.

The specialists of the Section for Investigation of Corruption in DVP Tirana, in cooperation with the Prosecutor’s Office at the Court of First Instance of Tirana, after several months of real investigative work, successfully organized and finalized the coded police operation “Tufina”, in the framework of which flagrante delicto arrest of citizens:

EN, 32 years old, acting Director of the Funeral Services Agency of the Municipality of Tirana, for the criminal offenses “Passive corruption of employees exercising public functions”, “Exercising illegal influence over persons exercising public functions” and “Abuse of office” ; Xh. M., 61 years old, on duty as an employee of the Tufin Cemetery Sector, in the Funeral Services Agency of the Tirana Municipality, for the criminal offense of “Abuse of duty”; L. Sh., 63 years old, on duty as an employee of the Tufin Cemetery Sector, in the Funeral Services Agency of the Municipality of Tirana, for the criminal offense of “Abuse of duty”; GD, 49 years old, on duty as an employee of the Tufin Cemetery Sector, in the Funeral Services Agency of the Municipality of Tirana, for the criminal offense “Passive corruption of persons exercising public functions”; BL, 66 years old, for the criminal offense “Exercising illegal influence on persons exercising public functions”; AA, 28 years old, for the criminal offenses “Exercising illegal influence on persons exercising public functions” and “Passive corruption of employees exercising public functions”; EM, 37 years old, for “Exercising illegal influence on persons exercising public functions” and “Active corruption of employees exercising public functions”; F. Gj., 24 years old, for the criminal offense “Illegal construction”.

Also, citizens RN, 44 years old and J. Ç., 31 years old, were criminally prosecuted for the criminal offense “Abuse of duty”. Following the actions, citizens Sh. N. and F. Gj”according to police.

The materials were passed to the Prosecutor’s Office for further action.
