Skopje confirms the achievement of the French proposal
Immediately after Macron’s press conference, the government of North Macedonia announced that a proposal from the French presidency has officially arrived in Skopje. From the government, they add that they have received ideas related to the publicly declared positions and attitudes of the country’s authorities.
“This is the basis for opening a broad consultative process first with the government and the coalition partners, and then with the President of the State, with the Parliament and the opposition, as well as with the civil sector, experts and the general public of the country. As we have promised, we will take the decision about our future together, with merit, in accordance with the strategic interests of the country and all its citizens”, the Government announcement states.
No details are given on what the proposal contains
The government has not provided details of what exactly the French proposal contains and whether the text has undergone some changes that Skopje insisted on. It is about the clear formulation of the Macedonian language in the negotiation framework and the clear protection of the Macedonian identity, the exclusion of historical issues from the negotiation framework and the beginning of negotiations before the process of constitutional changes begins, for the incorporation of Bulgarians.
The two disputed points had to do with the holding of two intergovernmental conferences, the first “political” and the second formal, after which the negotiations for North Macedonia’s membership with the EU would actually begin.
Bulgaria demands that the start of negotiations be preceded by an amendment to the Constitution that would allow Bulgarians to be registered as a constituent people. The second point of contention is the inclusion of protocols from intergovernmental meetings in the negotiating framework.
According to unofficial information, the heads of diplomacy of Macedonia and Bulgaria, Bujar Osmani and Teodora Gençovska, had a bilateral meeting in the framework of the NATO Summit in Madrid.
