Dear friends, the proposal of the Chief of General Staff of the Albanian Army for the post of President of the Republic is a flagrant violation of the Constitution of the country with very serious consequences for the present and the future of the country.
The Constitution of Albania in article 167 stipulates
“Active servicemen can not be elected or appointed to other state positions, nor can they participate in parties or political activities. “Members of the armed forces or persons performing alternative service shall enjoy all constitutional rights and freedoms unless otherwise provided by law.”
This article therefore strictly prohibits active-duty servicemen from being elected or appointed to other positions. Therefore, this appointment is unconstitutional and dangerous for the present and the future of Albanian democracy.
This serious violation of the Constitution plunges the country into a serious constitutional crisis.
This is the first time that the Constitution in its precision is clear as crystal and it is taxing in its article that the active military can not be appointed and elected to other duties outside the Army.
He who believes that he can sell General Bajram Begaj as an inactive soldier mocks the Constitution, the Army and the Albanian society. General Begaj, who even at this moment is the Chief of General Staff, ie active, is resigning or being dismissed by decree, so he is leaving the Army as an active military precisely to be appointed to a task that the Constitution does not allow.
It would be unconstitutional, shameful and out of any legal logic to declare inactive a military one who passes from the highest seat of the Army to the highest seat of the state. If General Begaj had political ambitions, he should have resigned from military functions long ago.
For his stay of the last two days he proves that he does not recognize the law or the Constitution for his ambitions for power and he must leave the Army urgently as he is a dangerous pressure for the country.
Friends, the Constitution in its article 167 is taxing in order that the military for the time they are active military can not have, nurture ambitions for other powers.
This unconstitutional act creates a very dangerous precedent for the country because it creates the precedent of the possibility of the military coming to power, despite the fact that the constitution does not allow them.

I strongly condemn this typical act for the junta and unprecedented in the history of free countries.
I condemn this act as flagrant evidence of the seizure of the state and the Constitution by a criminal organization led by Edi Ramen, which has no other interests than the theft and robbery of citizens.
I call on the President of the Republic to protect the Constitution and not to allow this flagrant and extremely dangerous violation of it.
