The European Training Foundation recently published a report highlighting the mass exodus of skilled workers, particularly doctors and nurses.
Referring to the EU media network “Euractiv”, Albania is being abandoned by doctors. We have 110 doctors per 100 thousand inhabitants, the EU has 384 doctors. This deficiency was felt acutely during the COVID-19 pandemic, with hospital capabilities extending to the point of fracture. The World Health Organization has also noted that Albania has one of the lowest rates of physicians in relation to patients, globally.
“Last year we registered and licensed 324 doctors graduated from the University of Tirana, 31 foreign doctors mainly Italian, Turkish and Greek, 8 Albanian doctors, who graduated abroad and returned to Albania, as well as 22 doctors graduated from “Zoja of the Good Council ”, says Fatmir Brahimaj, President, Order of Physicians of Albania.
In total there are 385 doctors registered and certified by us for the past year 2021.
For doctors who go abroad for various reasons, we give what is called a “Certificate of Good Conduct”. This document is obtained not only when employed abroad, but also for other purposes, such as. when attending a clinic with short periods, or to do specializations there. A doctor can not set foot in foreign health institutions without having a “Certificate of Good Conduct” from the country of origin. So, these certificates that we issue, do not mean that these are necessarily employed.
We issued 160 “Certificates of Good Conduct” last year.
Referring to European, but also German doctors’ associations, it is said that during the last 10 years, 1500 Albanian doctors have left for Germany.
Fatmir Brahimaj: We have issued under 1000 “Certificates of Good Behavior” for this decade. But this figure of 1500, probably includes other Albanians from Northern Macedonia, Kosovo, since in Germany the nationality is declared, but not all Albanians are from Albania.
