Kosovo and Serbia did not agree to sign a final license agreement. From the all-day meeting in Brussels mediated by Miroslav Lajcak, the parties failed to agree on a solution to the issue.

From September 30, 2021 until Thursday, the temporary agreement was in force for covering with stickers the symbols on the license plates of the vehicles during the circulation in the territories of Kosovo and Serbia.
This agreement was reached a week before the blockade in northern Kosovo by local Serbs.
