March 09, Tirana- The Ministry of Health and Social Protection has organized an activity in the framework of the second anniversary of the pandemic in Albania, with the presence of experts and doctors who have contributed to these two years to cope with the situation.
The Minister of Health and Social Protection, Ogerta Manastirliu, has expressed his deep gratitude to all medical teams in health structures, recalling the first moments of the beginning of the confrontation with COVID19.
“I am sure that none of you present here or from the large army of health workers will be able to forget even one minute of these last two years. Together we built scenarios and received information, exchanged views, built shields, and wrote down protective measures in anticipation of an invisible enemy who had already begun the march. We were ready with all our structures. We had action plans according to the envisaged scenarios. “But no one, not us and no one in the world, actually knew what was to come,” said Manastirliu.
Speaking about strengthening the capacities of the health system, Manastirliu said: “We responded to the health crisis that gripped the world by strengthening the medical capacities. Over the last two years we have strengthened the National Emergency with over 60 new ambulances. The National Emergency has received in two years over 1.4 million emergency calls and has managed over 279 thousand missions in the apartment. We doubled the test capacities. We created over 200 testing points in the community. We increased the capacities and dedicated in the first phase over 550 beds in 4 covid hospitals. In total, together with all the regional hospitals, we made available 1600 dedicated beds and equipped all these hospitals and structures with the necessary infrastructure, to respond to each scenario of our Response Plan for the period September 2020 – March 2021. further also in our 2-year Pandemic Response Plan and its impact. We provided all the protective equipment for our staff. About 4 thousand doctors, nurses, laboratory technicians, support staff in the first line were supported with the bonus on the salary “, said Manastirliu.
The Minister of Health also responded to the critics, when she said that she trusted only the professionals.
“As often happens in these parts, there have been plenty of debates and word fights about how this public health crisis was dealt with. I have always welcomed advice in any direction. But while for some, the victims of this pandemic were mere statistics to supplement the political rhetoric of the day; for us and above all for you health professionals, every sick patient even in the most severe forms was a life that had to be saved at all costs. Even in the midst of the fire of often baseless accusations to the point of absurdity, I have always said that balances are made at the end of the war. Unfortunately we did not just face a pandemic. We were also faced with an infodemia, a supposed expertodemia, a cipherademia and a graphodemia. As always overnight, the increase in cases was accompanied by the proliferation of supposedly noisy experts. In stark contrast to you, the true professionals who with work and without words, with dedication and without noise saved thousands of lives. And one of the merits that I actually know myself, sorry in this case for the lack of modesty, is that in the midst of the cacophony of whom he speaks a lot without saying anything, I managed to keep my ears, eyes and mind focused only on his voice unmistakable of our best professionals. Speaking about anti-Covid vaccination, Manastirliu said: “If we had not strengthened the infrastructure of our health system in recent years, dealing with what the pandemic brought would be almost an impossible mission. Today when the acute phase of the pandemic seems towards extinction, our challenge is not over. We will continue our efforts without stopping with the National Vaccination Program as the only way to close the pandemic site once and for all. “Although, as experts estimate, we will probably coexist with this virus for a long time.”
During her speech, Manastirliu said that the 10-year Strategy for concrete interventions to improve the health system will be approved soon.
“We are determined to take the entire health infrastructure to a new level with the finalization of a strategic plan for the modernization of our hospitals, continuing with the modernization of QSUT, where great works are being built, but let me single out the newest project. which will be launched soon and we are also working with the support of the World Bank to enable in a short time the complete rehabilitation of the Infectious Diseases Hospital and increase the capacity to turn it into a modern, contemporary hospital that still offers in a higher level of infectious disease services for the whole country. We are ready to advance the improvement of the health system. With the gradual start of the implementation of Hospital Autonomy as part of our vision to increase resource efficiency, thus improving the quality of services for citizens. We will delve into the digital revolution. The way of organizing the health system, through a transparent system for visits and consultations and also examinations in the electronic system. And already with the next step of the project of modernization of the health system that we are implementing and it is exactly the new system that we have for our hospitals, a new digital system that will enable the start in 4 regional hospitals and then in all regional hospitals in the country and in the university ones an information management system, which will enable the increase of the efficiency but above all the improvement of the service for the citizens. It is a reality also the support we have made and will make for our health personnel, with the increase of salaries even in a difficult time, as was the pandemic, exactly in 2021 with 40% of the increase of salaries and we will continue to we increase the salaries for doctors and nurses as we have promised “, said Manastirliu.
The Minister of Health thanked the medical teams engaged in the fight against the COVID pandemic. In these two years there are 771 doctors who were engaged in the front line, 1936 nurses, laboratory technicians and pharmacists, 134 epidemiologists and 979 support staff. 4 public laboratories have served for testing and 230 testing points have been established in the community for early detection and isolation of covid cases.
Capacities were strengthened with 550 beds in 4 Covid hospitals in Tirana and a total of 1600 beds equipped in regional hospitals, ensuring the doubling of capacities in intensive care. So far, the Albanian government has provided 5 million doses of antiCOVID vaccine.
