The State Police has taken a series of measures to ensure the election of mayors in some local government units, to ensure a smoother voting process for all voters, measures which have been followed and are being implemented at all stages. development of this process.
The preparation of these measures has started on January 27, 2022, with the drafting of tasks in the Work Program, approved by the General Director of the State Police, the preparation of orders of the General Director of the State Police, action plans and interaction and other documents that complement our measures and the implementation of institutional tasks for the electoral process.
So far, the tasks provided by the State Police have been performed with full responsibility. We are in the most important phase of the election period and consequently of the implementation of our duties, therefore all central and local structures of the Police are on standby “Enhanced Service”, to follow with full appreciation the planned measures to ensure public order and securing the elections mainly starting from Saturday onwards until the announcement of the final results.
The State Police, until 03.03.2022, has engaged 780 police officers and has guaranteed 335 electoral activities conducted during the campaign. Today, the escort by the police structures of election materials from Tirana to 13 CEAZs in all municipalities where local elections will take place ends. So far no problems have been identified.
Special emphasis was given to the training of 1,297 State Police employees, who will be engaged in duties during the elections, according to the police management hierarchy, up to the basic level of police action.
For the security of 941 Voting Centers and 13 CEAZs / BCCs, calculations have been made of Police employees, for transportation by vehicles, equipment, weapons, radio communication, food, etc., until their voting as citizens of the Republic of Albania. The stamps required by the CEC for CEAZ, VC, BCC, etc. were also produced and delivered on time.
Pursuant to the requirements of the Electoral Code, on 25.02.2022, the General Directorate of State Police sent to the CEC, within the legal deadline set, as the institution that administers the electoral process:
• The list of 1,350 police officers who will be engaged with the service for guarding the polling stations throughout Albania, as well as the list of uniformed vehicles that will be used in order to fulfill the obligations of the State Police, to guarantee order and security.
Pursuant to the obligations set out in Decision no. 12, dated 30.12.2020 of the CEC, was prepared and approved by the DPPSH Order no. 112/5, dated 04.02.2022 Special Register “For any notification and referral of criminal offenses in the electoral field”, which is administered from the beginning of the electoral process by each Police Station, DVP, as well as in the General Directorate of State Police and is accessible to the CEC and electoral entities.
From the information of the local police structures, as well as the monitoring of the situation for the electoral process, until 03.03.2022, during the election campaign and electoral activities, there is no evidence referred to the prosecution, for criminal offenses related to the elections.
Cooperation with OSCE international institutions, which monitor the elections, has been ongoing. With the OSCE Presence in Albania, but also with some Albanian institutions such as the CEC and the General Prosecutor’s Office, we have developed trainings for police officers for the election process, which have also contributed with field lecturers.
Regarding the OSCE / ODIHR observers, the work of all Local Police Directorates is ensured and organized, in order to have access, to coordinate and monitor the measures related to the election process.
The coordinators of the State Police with international institutions, its liaison officer with the CEC have been determined, and we are fulfilling our obligations, cooperating closely with these institutions.
During the election period and so far we have no cases where State Police employees have been identified in violation of legal requirements, have compromised their position as depoliticized employees or have reflected one-sided political positions, referring to the law and the law alone. No disciplinary investigation has been launched by the Directorate of Professional Standards for State Police employees into the elections.
The General Directorate of State Police has set up and operates a steering group at the central level throughout the election period, to manage security measures for the electoral process, in order to evaluate any information from all sources, verification, analysis. and his pursuit.
The application of “Electronic Monitoring of State Police services, in the voting process” is in operation for reporting and monitoring the measures of the State Police for the protection of election facilities, for police officers for each polling station and under the responsibility of the Group of The management of the GDPR will follow these measures online, realizing communication and cooperation in real time with the Management Groups of Local Police Directorates, in order to recognize the situation and assign tasks.
Regarding the tasks at this stage of the election process, the General Director of the State Police, Gledis Nano, has continuously sent instructions to the central and local leaders of the State Police, through which he has requested maximum and professional commitment of all police structures based and pursuant to the Law “On the State Police”, the Electoral Code and other normative acts, performing prompt and professional actions in cooperation with the Prosecution in cases where there are criminal charges, to maintain composure in every situation and circumstance and for a communication with police ethics, emphasizing that in implementation of the law “On State Police”, control of the territory, vehicles, persons, etc., is an attribute only of the State Police and not of other entities or organizations.
Also, based on the obligation of the Electoral Code, March 5 will be a day of “electoral silence”, and for this reason, during this day, no political activities should be conducted by political entities, such as meetings, gatherings, etc.
Pursuant to Article 110 of the Electoral Code, the stay, gathering or any other activity of persons who are not provided by this article is prohibited, in the facilities where the polling stations are located and in its vicinity. Based on Decision no. 12 of the CEC prohibits the use of propaganda materials in and around the polling station within a radius of 150 m. These materials are allowed only at a distance of up to 5 meters from the election office of the political party or the relevant electoral subject.
Article 14 of this Decision stipulates that in the premises outside the polling station, in the yard of the building, at its entrance and in the inner corridors of the building and around the VC, as well as in a radius of 150 m, referring to the distinctive signs, is not allowed the presence or gathering of persons other than voters waiting in line to vote.
I clarify that the State Police, in fulfillment of the obligations defined in the Electoral Code and Decision no. 12, dated 30.12.2020 of the CEC “On the approval of the rules of activity of the State Police in the service of elections”, has planned full measures for the protection and security of election facilities, maintaining public order and security in the territory, intervention for restoration of public order in VCs or BCCs, accompanying election materials, referring to the law and standard CEC procedures.
The State Police is determined and will continue its work to keep the territory under full control, will react legally and in a proportionate manner using all its institutional powers and legal force against anyone who threatens, intimidates or violates the law. or tries to sell the vote and will create all the conditions for Albanian citizens to vote freely and peacefully.
