This month, the working groups of Kosovo and Serbia will meet for the fifth time in Brussels to find a permanent solution for vehicle license plates. About a month before the end of the six-month agreement on stickers, there is optimism that a new deal will be reached.
The Government of Kosovo says that they expect a final solution according to European standards and models. Courses from the European Union state that the recent meeting of the working group has created more clarity about the options and possible outcomes to promote and guarantee an effective and peaceful freedom of movement for citizens in the region.
The executive spokesman, Përparim Kryeziu, told KosovaPress that in the last four meetings were discussed proposals and arguments for models of solution which will be acceptable to both parties.
“So far, the working groups have met four times. During these meetings, proposals were discussed and arguments were given for different models of solution which will be acceptable to both parties. In the coming weeks and months, we expect that more meetings will be held towards a final solution according to European standards and models “, he says.
Meanwhile, the spokesman of the European Union, Peter Stano says that the working group is meeting regularly to present concrete findings within the deadline, which is 6 months from the first meeting on October 21, 2021.
“The fourth meeting of the Working Group on license plates took place on January 28, 2022. The concrete in-depth discussion on finding a permanent solution to the issue of license plates created more clarity about possible options and possible results to promote and guarantee an effective and peaceful freedom of movement for citizens in the region. The working group meets regularly to present concrete findings within 6 months from the first meeting on October 21, 2021. The working group will meet again this month “, he says.
On the other hand, the most skeptical about a final agreement on license plates is Violeta Haxholli from the Democratic Institute of Kosovo.
The expert on the dialogue process tells KosovaPress that often in the dialogue with Serbia the foreseen deadlines were not respected.
According to her, the elections for license plates can be made impossible by the elections in Serbia.
“The parties have given each other 6 months until a more stable solution in terms of license plates, the agreement on free movement. It is not that deadlines have ever been met in dialogue, there have always been breaches of deadlines in dialogue, mainly by Serbia… Since Serbia is in an electoral process and President Vuiqiiq there is part of the political entities competing there and can use this to political points there and electoral calculations. Everything that happens within this period until the elections end there is not very real, it is more something that is done for political purposes. “Therefore, Serbia’s opposition to reaching an agreement, whether on license plates or any other issue, is that there are elections and the public is influenced by the statements of political officials and dialogue is always a very attractive and populist topic that affects the electorate.”she declares.
