They are accused of falsifying documents for the black windows of vehicles. During the conversation, Yllka tells him not to worry because thanks to the acquaintances with employees of the Regional Directorate of Road Transport Service Tirana, he did everything with regular letters giving them money in the form of bribes.
“When the complainant asked her how she should act, she told her to go to a friend of mine in Sukth who has a windshield wiper service and take his mobile number directly to him. After the plaintiff put on the windows of the dark car 100% front and rear, he would go to meet him (Yllken) who would provide him with an authorization in the amount of 5000 new lek and then pass the car for physical control. Then the mandate had to be paid 20,000 new lekë (five-year state tax) and the employees of the Regional Directorate of Road Transport Service Tirana through Yllkes would be given the amount of 4,000 new lekë in the form of bribes so that the windows were darker than allowed by law ”, tis placed in the investigative file.
During the conversation, the complainant learned that Yllka was also passing the means for qualification in Fushë Preza because she had acquaintances with different employees. From the conversation made with Yllka, the complainant understood that she was cooperating with an employee named Erjon because at the service that would make the black windows, the accuser would be introduced as Erjon’s friend.
From what he saw in the few minutes he stayed there, the complainant noticed that almost all the insurance agents who were with offices there were involved in corrupt activities with the internal employees of the Road Transport Service Tirana. When he spoke on the phone with the owner of the service, he told him to take him back to dinner and leave him a schedule for tomorrow.
For a full and comprehensive investigation, the prosecutor of the case has given authorization to conduct surveillance and filming against the citizen Yllka Pronja (Graceni) as an insurance agent.
A day later, the collaborator explains that according to the order given to him by the insurance agent, he received the number of the owner of the service that would darken the windows of his vehicle. During the conversation, he tells her to go the next day at 11 a.m. and leave the car in service.
The complainant went to the service in question which was located in Shijak of Durrës and at the entrance was written “Glass clothing” and the mobile phone number was given. After finding out who had brought it, the service employee told him that wearing 100% tinted windows cost 15,000 new lek and that he would finish the vehicle in the afternoon. During the conversation he tells her that he would come to get the vehicle tomorrow morning.
On 18.11.2021, the co-worker went at 07:45 in the morning to get the car to the service station and a young boy had told him that he had got the car ready last night.
In the documentation he had prepared, it was written that the driver and passenger side windows were 50% while the rear windows were 10%, but in reality they are 100% dark. From the conversation with the service employee, he tells her that he has filled in the letters as required by law. Regarding the transfer to the Directorate of Road Transport, he said that he was not responsible. Then the service employee spoke on the phone with Erjon who was Yllka’s friend.
When asked why he did not darken the first glass, the employee told him that he should add 5000 new lek.
After an hour he went again to the service where he paid a total of 20,000 new ALL and the documentation prepared by them (practice of original letters (invoice, guarantee certificate, form DSM-01, license, certificate, sheet R36947 dated 26.04.2021 and At 11.00 he went to the office of Yllka Pronja (Graceni) where he told her that he had worn the windows for a fee of 20,000 new lek and showed him the documentation given to him by the service employee.
“Then Yllka tells him to go to the parking lot where the car was because he would go to meet him. After 10 minutes Yllka came to the parking lot with a boy about 30 years old who did not know him before. After seeing the windows, Yllka said that together with this boy we will go and talk to the engineer and we will come back to explain. After a few minutes, the boy who was with Yllka before comes to the car and tells him that it has been two days since the director of the institution DRRSHTRR Tirana was changed and the physical control engineer had told him to give him two days after he was tight. From the conversation the boy told me that his name was Redi, he gave me his cell phone number and told him that we would finish work but the new director has come and they want to fire some employees. Then came Yllka who says the same things again as the boy named Redi, everything was complicated by the change of director because before they did and without taking the tools to physical control. Found in this situation, the declarant left, waiting for the following days to receive a phone call from Yllka and Redi. From the conversation, Yllken tells him that the boy named Redi is a transport employee “it is said in the file.
