The US Ambassador to the OSCE, Michael Carpenter, stated today that the US has a clear position regarding the right of Kosovo as an independent and sovereign state to determine the conditions for organizing elections of other states on its territory.
At the meeting of the OSCE Permanent Council of Ministers, Carpenter stressed that they hoped that the Government of Kosovo would continue the previous practice of allowing the OSCE to collect votes for the referendum in Serbia on January 16.
“Let us be clear about the US position on the rights of Kosovo as a sovereign and independent state to determine the conditions through which elections of other states to be held in its territory. “We hoped that the Government of Kosovo would continue the previous practice of allowing the OSCE to collect the ballots of eligible voters living in Kosovo, but it chose not to do so,” Carpenter said.
Carpenter said that they can not wait to discuss with the Government of Kosovo and the Government of Serbia about the arrangements and accommodations that can be made to ensure that citizens who respectively reside in Kosovo and Serbia are able to exercise their right to participate in the elections of their country.
“We believe that it is unfortunate that Kosovo is not a member of this body (OSCE) and therefore is not able to speak for itself today. We can not wait for the day when Kosovo is a participating state of this organization and this can happen. We continue to encourage the governments of Kosovo and Serbia to refrain from actions and rhetoric that increase tensions and to engage constructively in EU-facilitated dialogue. “It is important that both governments make progress towards a comprehensive agreement that enhances regional stability.”
Otherwise, the Government of Kosovo opposed the holding of the constitutional referendum of Serbia in Kosovo, while the Assembly adopted a resolution against the holding of this referendum.
