Russia is holding urgent talks with Ukraine, Germany and France on Thursday over the gathering of Russian troops at the border.
Russia’s state-run Interfax news agency reported that the renewed diplomatic effort was due to rising tensions, as US and Ukrainian officials said Moscow had deployed tens of thousands of troops along Ukraine’s borders.
The United States and its allies have warned Russia of the high cost of any further intervention on Ukrainian territory beyond the Donbas region of eastern Ukraine, where pro-Russian forces currently rule.
The Normandy format was christened after representatives of four countries, Russia, Ukraine, Germany and France met in Normandy, France for the first time on July 6, 2014, following the outbreak of conflict in eastern Ukraine.

The talks will be hosted by Dmitry Kozak, deputy head of the Russian presidential administration. The German government will send Jens Plëtner, foreign policy adviser to German Chancellor Olaf Scholz. Plitner will travel to Moscow this week, said government spokesman Steffen Hebestreit.
Hebestreit declined to comment on a newspaper report on the possibility of Chancellor Scholz meeting with Russian President Vladimir Putin this month.
Paris will send Emmanuel Bonne, an adviser to French President Emmanuel Macron. It is unknown at this time what he will do after leaving the post
