The government launched for public consultation the new economic reform program 2022-2024, in which it plans to orient investments in the transport sector from roads to railways and ports.
The main project will be the new railway line Tirana-Durrës-Rinas, whose works have started. Maritime transport will also be a priority, as the maritime infrastructure is underdeveloped with insufficient capacity. The low quality of transport infrastructure has affected the country’s integration into regional and global supply chains and has a direct impact on the development of tourism and transit services.
Together with the new railway, the priority of the next three years will be the relocation of commercial activities from the Port of Durres to Porto Romano and the economic zone of Spitalla, and the transformation of the Port of Durres into a tourist port.
The government in the new economic reform program referred that the improvement of the ecological basis in the transformation of Albania’s transport system towards the EU railway system, promotes a clean transport system and railway subsystems, establishing a single market in the European area transport, with climate-neutral technologies, our integration into energy saving systems.
The aim is to increase the number of passengers from the ferry terminal to the ports and to move them by rail inland and to the airports.
The government announced that during 2022 the rehabilitation of works in the main section from Durrës to Tirana will be carried out and the construction of a new railway line to Tirana International Airport will begin.
In 2023, the railway connection with Rinas airport will be built 5 km, it will complete the triangular railway junction.
In 2024 the project will be fully completed and will be linked to another EBRD-funded strategic project, from Vora to Hani i Hotit. The Government of Albania included in the list of public investments for the period 2022-2024 the reconstruction from the beginning of the current railway line Vora – Hani i Hotit, which is currently out of order.
The Ministry of Finance estimated a cost of ALL 30 billion around EUR 243 million for the full completion of the project that is scheduled to be developed and completed during the period 2014-2027 (see attached table).
Its construction will start to be financed in 2024 with an amount of 1.5 billion ALL (12 million euros) and is on the list of projects that will be financed with foreign funds.
The project for the reconstruction of the railway line Vora – Hani i Hotit is part of the Economic Investment Plan for the Western Balkans. According to this plan, the total cost of the project is lower by about 172 million euros, of which 36 million euros are secured financed by an EBRD loan of 31 million euros and the Balkan Fund (WBIF) of 4.5 million euros.
The goal is for over 1.7 million people to be transported by rail in the next two decades./Monitor
